Topic: Parental Authority and Control
One major problem I've always seen in regards to homes is the power that parents hold. This is frequently a cause of many kinds of abuse. I think a lot's due to a lack of resources for government intervention, as were there more the CPS and similar organizations could be more observant of problems.
A big issue would be subtle ones, as not all problems can be detected, and only regular intervention even in seemingly normal family-rearing environments would be a preventative means that could help. I think children/minors who are wards of their guardian parents should be made aware of alternative living options (shelters, adoption programs, etc) and various ways with which they can attain education and power to provide for themselves.
Major issues would include
1. High school education or equivilency.
2. Earning an income
3. Acquiring food
4. Acquiring important documents like birth certificate, health card, driving license, passport, citizenship certificate, insurance, transcripts
5. Access to council, such as guidance through school, social assistance, police consultation, mentoring programs, big brother/sister type things, extra-curricular activities, tutouring
